American senators have accused the United States visa system of facilitating espionage activities by Chinese nationals, during a congressional hearing held on Wednesday. The lawmakers pointed to vulnerabilities in legal immigration channels as a significant national security concern amid escalating US-China competition in artificial intelligence and emerging technologies.

At a Senate Judiciary Committee session titled Stealth Stealing: China's Ongoing Theft of US Innovation, Republican Senator Ashley Moody of Florida delivered sharp criticism of current visa policies. She characterized the system as rolling out the "red carpet" for foreign intelligence operatives seeking to acquire American military and commercial secrets.

"We're inviting, welcoming, come on in with the red carpet rolled out" people who steal military and commercial secrets, Moody stated, emphasizing that the situation keeps her "up at night."

Legal Channels Pose Security Risks

Senators highlighted several legitimate visa categories—including work visas and university research positions—as potential vehicles for state-sponsored espionage. The lawmakers expressed particular concern given that some nations have statutory requirements compelling their citizens to conduct intelligence gathering and report findings to government authorities.

"We're doing this with nations that actually have laws on the books that require their citizens to spy on us, gather intelligence, and report back," Moody said. "And this is very concerning to me."

Context of AI Competition

While intellectual property theft concerns are longstanding, recent developments have reinvigorated focus on the issue. The United States and China continue engaging in an intensifying technological race, particularly in artificial intelligence development, where both nations seek global dominance.

The hearing addressed allegations spanning multiple sectors, from artificial intelligence systems to military technology, demonstrating the breadth of American innovation that officials believe faces theft risks.

The Chinese embassy in Washington has not yet provided comment on these accusations.
