Additionally, authorities discovered written documentation at their residence containing guidance from a mental health professional based in Washington, D.C., containing instructions to transfer the $10,000 and information regarding gender-affirming medical protocols for young people—though this note made no reference to Cuba.

Government Response and Timeline

The choice to employ a Department of Justice aircraft in this parental abduction investigation arrives as President Donald Trump's administration has worked to restrict access to gender-affirming medical treatments for individuals below the age of majority and has applied pressure on healthcare institutions regarding the matter.

The investigation commenced on April 3 when the youngster failed to arrive back with the mother in Utah as anticipated, according to judicial filings. The biological mother, who maintained joint custody following her divorce from Inessa-Ethington, submitted a missing child report to authorities in Logan City, Utah—situated approximately 70 miles north of Salt Lake City.

A state court judge in Utah mandated the child's return on April 13. Three days later, a federal magistrate authorized an arrest warrant, and on that same date, Cuban authorities successfully located the group. The individuals were expelled from Cuba and transported back to the United States aboard the government aircraft on Monday, where they faced arraignment in a federal courtroom in Richmond, Virginia. She stated the contributions would support obtaining judicial intervention to maintain the child's wellbeing.

Family members asserted the child was assigned a male gender at birth but presently identifies as a girl, a development they attributed to what they characterized as "manipulation" by Inessa-Ethington, per an April 16 federal affidavit.
