Britain and France Seal €766 Million Agreement to Combat Illegal Channel Crossings

The United Kingdom and France have reached a three-year bilateral agreement aimed at significantly reducing undocumented migrant crossings across the English Channel, with London committing nearly €766 million in financial support.

Under the accord, which UK Home Secretary Shabana Mahmood and French Interior Minister Laurent Nunez were set to sign in France on Thursday, Paris will substantially bolster its coastal enforcement capacity. France pledges to increase its officer presence by more than half, reaching 1,400 personnel by 2029. The UK's financial contribution amounts to approximately €766 million ($897 million), with nearly 25 percent of these funds contingent upon measurable results.

Key Components of the Border Security Initiative

The three-year arrangement encompasses several operational enhancements along France's northern coast:

  • Expanded deployment of law enforcement, intelligence and military assets on beaches
  • Formation of a new 50-member riot police unit, strengthened intelligence divisions, and expanded judicial capacity alongside augmented maritime surveillance operations
  • Deployment of advanced monitoring technologies, including unmanned drones, two helicopters, and modernized camera infrastructure
  • Introduction of an additional patrol vessel and recruitment of more than 20 extra maritime officers to intercept boats attempting sea crossings

Rising Crossings Prompt Intensified Action

This agreement renews the Sandhurst Treaty at a time when unauthorized boat crossings have surged dramatically. In 2025, approximately 41,000 individuals traversed the Channel via small vessels originating from France—the highest volume recorded since substantial crossings emerged in 2018.

British authorities have expressed concern that France has been insufficiently vigilant in preventing migrants from departing French territory, with smuggling networks increasingly adopting high-risk tactics to evade detection. Conversely, French officials report a 50 percent reduction in UK arrivals during early 2026 compared to the previous year, and note that approximately 480 smugglers faced arrest in 2025.

According to London, coordinated Franco-British operations have successfully prevented more than 42,000 attempted crossings since July 2024.
