The United Kingdom and France have finalized a comprehensive three-year agreement aimed at significantly reducing undocumented migrant crossings across the English Channel. Under the accord, the UK will commit up to €766 million ($897 million) in financial support, with nearly a quarter of these funds contingent on demonstrable results.

UK Home Secretary Shabana Mahmood and French Interior Minister Laurent Nunez were scheduled to formalize the pact in France on Thursday, marking a renewal of the previously established Sandhurst Treaty.

Key Components of the Border Security Initiative

The new agreement encompasses several strategic measures designed to strengthen enforcement efforts along France's northern coastline:

  • A substantial increase in French coastal patrols, with personnel numbers set to exceed 50% growth, reaching 1,400 officers by 2029
  • Deployment of law enforcement, intelligence, and military assets on northern French beaches
  • Establishment of a new 50-member riot police unit alongside expanded intelligence and judicial operations
  • Advanced surveillance capabilities, including drone technology, two helicopters, and modernized camera infrastructure
  • Introduction of an additional vessel and deployment of more than 20 extra maritime officers for at-sea interception operations

Rising Migration Pressure Drives Action

The agreement responds to a significant surge in unauthorized Channel crossings. Approximately 41,000 individuals made the perilous journey from France to the UK in small boats during 2025, representing the highest recorded volume since systematic crossings emerged in 2018. This escalation has intensified diplomatic pressure on Paris, with London contending that more aggressive preventative action was necessary.

The dangerous nature of these crossings has claimed lives, with at least 29 migrants perishing in Channel waters during 2025.

Mixed Results and Divergent Assessments

French authorities present a contrasting narrative, citing recent improvements. Officials report that arrivals in the UK have declined by roughly 50% since the beginning of 2026 compared to the equivalent period in 2025. Additionally, French law enforcement detained approximately 480 smugglers during 2025.

Meanwhile, the British government highlighted collaborative achievements, noting that joint UK-France operations have prevented more than 42,000 crossing attempts since July 2024. Despite these figures, the new agreement underscores both nations' commitment to further intensifying their combined efforts against human trafficking networks operating across the Channel.
