The Trump administration is reportedly demanding preliminary concessions from Canada as a prerequisite for initiating negotiations on revising the continental trade agreement, according to statements made by Canadian leadership this week.

Canadian Prime Minister Mark Carney firmly rejected the approach on Wednesday, asserting that Washington cannot unilaterally establish the framework for upcoming discussions. The disagreement centers on negotiations to overhaul the United States-Mexico-Canada Agreement (USMCA), a trade pact that President Donald Trump originally championed during his initial term but has since characterized as outdated.

According to reporting by Canada's national broadcaster CBC, which cited multiple sources within Canadian government circles, the Trump team is conditioning the start of formal negotiations on Canada offering what it terms an "entry fee"—essentially pre-negotiation concessions.

Jean Charest, a prominent Canadian political figure and former Quebec premier now serving on Carney's advisory council regarding US trade matters, echoed this account. Speaking to French public broadcaster Radio-Canada, Charest stated that Trump is demanding "concessions before we sit down at the table."

When questioned in Ottawa about whether Canada would meet these demands to facilitate negotiations, Carney delivered a direct response. "No," he stated, emphasizing that "It's not a case of the United States dictates the terms."
