Allen, a resident of Torrance, California, reportedly transmitted the manifesto to family members immediately before the shooting. In the document, he identified himself as the "Friendly Federal Assassin" and outlined intentions to target administration officials, ranking them by seniority while notably excluding FBI Director Kash Patel.

The shooting occurred inside the Washington Hilton shortly after 8:30 p.m. on Saturday. According to officials, gunfire erupted near the venue where the annual White House Correspondents' Association dinner was taking place in the hotel's basement ballroom. Secret Service agents rapidly evacuated the president and cabinet members from the event, while attendees sought shelter beneath tables.

Law enforcement personnel sustained injuries during the confrontation. One officer was shot and later treated and released from hospital on Sunday. Allen was apprehended near the hotel screening area and is currently facing firearms and assault charges. He is scheduled for arraignment on Monday and reportedly has refused to cooperate with investigators.

The teammate stated Allen rarely required studying and was "probably the most gentle person on the team."

In his manifesto, Allen cited Christian theology as justification for his intended actions, claiming he sought to protect individuals harmed by administration policies. Trump characterized the suspect as having undergone a troubling ideological transformation, describing him as "a pretty sick guy" who had been flagged to law enforcement by relatives concerned about his mental state.

Family Members Raised Early Warnings

Allen's brother reportedly contacted the New London, Connecticut, police department after receiving the manifesto. Following the shooting, Allen's sister spoke with Secret Service agents and local police, informing them that her brother had exhibited tendencies toward making radical statements and had expressed desires to undertake action addressing contemporary issues.

The sister disclosed that Allen possessed two handguns and a shotgun at his residence in California, which he had concealed from his parents.

While the Trump administration publicly commended the Secret Service's rapid response, private discussions among security professionals have raised questions about agency protocols and the leadership of Secret Service Director Sean Curran. The situation has created tension within the administration regarding potential personnel changes.

House Minority Leader Hakeem Jeffries issued a strong statement rejecting attempts to link Democrats with the shooting, stating: "America will not be lectured about civility by far right extremists in Congress. Particularly those who provide aid and comfort to hundreds of violent rioters who brutally beat police officers on January 6." Jeffries called for national unity while noting that substantive policy debates would continue in the coming period.

"There's a lot of federal charges that could be in play beyond those two charges, but it depends on us understanding his motive, his intent, his premeditation of what led into him deciding he was going to do what he did," Acting Attorney General Todd Blanche stated regarding potential additional charges against Allen.
