Cross-Border Yacht Initiative Set to Open Six Greater Bay Area Ports to Hong Kong and Macau Vessels

A long-anticipated cross-border travel framework is poised to enable recreational vessels from Hong Kong and Macau to access approximately six designated ports in the western region of the Greater Bay Area, with implementation expected to commence as early as summer 2026, according to sources familiar with the matter.

An internal Guangdong provincial government document reviewed by reporting indicates that authorities have identified multiple waterways suited for leisure navigation, including areas adjacent to Castle Peak Bay, the Pearl River Delta region, and Fan Lau Kok in the Lantau Channel.

Proposed Navigation Areas

The initiative would permit recreational yacht operations in waters surrounding the Wanshan archipelago, located to the southwest of Hong Kong, as well as smaller island groups in several bays south of the territory, namely Baicaowan, Nanwan, Luanshi Bay, and Putouwan.

Operational Framework

Under the proposed regulations, locally-licensed vessels would be eligible to obtain a temporary mainland vessel nationality certificate, enabling them to conduct multiple voyages within designated areas for a validity period of 180 days.

The guidelines establish strict eligibility criteria in the initial rollout phase, restricting participation to Hong Kong and Macau residents possessing mainland travel permits. Foreign nationals holding home-return permits would be excluded from the scheme.

Timeline

According to officials, this policy could enter operation by summer 2026, marking the realization of a concept that first surfaced over a decade ago.
