According to reports from the Korean Central News Agency, North Korean leader Kim Jong Un participated in the event alongside senior Russian dignitaries, including State Duma Speaker Vyacheslav Volodin and Defense Minister Andrei Beloussov.

The two allied nations formally acknowledged in April 2025 that their armed forces had jointly conducted military operations to counter a Ukrainian advance into the Kursk area. During separate discussions with Beloussov, Kim reaffirmed North Korea's unwavering commitment to supporting Russian efforts to safeguard its national sovereignty and security interests, the news agency reported. In response, Russia's Tass agency cited Beloussov as indicating Moscow's readiness to finalize a comprehensive military cooperation framework covering the 2027-2031 period.

Russian President Vladimir Putin conveyed his sentiments through a written message delivered by Volodin during the ceremony. Putin described the museum as "undoubtedly a clear symbol of the friendship and solidarity" binding the two nations and expressed his conviction that their "comprehensive strategic partnership" would continue strengthening in the years ahead.
