Intel obtains Kremlin plans to intensify media campaign against Ukraine

It is noted that the reasons behind the preparations to destabilize the situation in Ukraine include the failure of Russia’s spring offensive and critical economic problems. And the Kremlin leader’s administration is demanding that the special services, the Foreign Ministry, and Russian media “ramp up” the media campaign in Ukraine and Europe as much as possible.
In particular, the Russian Presidential Administration’s Department for Strategic Partnership and Cooperation has identified three agenda items. The first is to discredit the mobilization in Ukraine and the military leadership responsible for manning Ukraine’s defense forces. It is emphasized that this task is critical for the Russians amid heavy losses on the front lines.
The second issue concerns the discrediting of the President of Ukraine, his team, and his family members.
The third issue is preventing the “media scandal surrounding former Head of the Presidential Office Andrii Yermak and the interview with former presidential press secretary Yuliia Mendel” from being sidelined.
According to intelligence reports, the Kremlin considers this case important, but one that has been pushed out of Europe’s information space due to international events, particularly the situation surrounding Iran.
According to the FISU, to generate public resonance, Russia’s “media plan” involves the creation of fake documents on behalf of government agencies and their dissemination to the public.
Russian propaganda has even set the task of creating “puppet symbols” for the smear campaign. Additionally, attempts are expected to involve former Ukrainian officials, political figures, and experts in Russian schemes.
Intelligence reports indicate that, as of today, the first attempts by the Russian Federation to act according to this new scenario are being observed not only in Ukraine but also abroad.

Among them are such controversial media outlets as L'Antidiplomatico, Magyar Nemzet, Prvni Zpravy, and CZ24.news. The list is incomplete and is to be approved by the Presidential Administration of the Russian Federation in the near future.
It is noted that intelligence materials indicate that Russia plans to intensify the campaign, expand destructive narratives, and scale up its audience and geographic reach.
As reported by Ukrinform, 38 verified incidents related to Russian attacks on Ukrainian journalists, their newsrooms, and homes were recorded in the first four months of 2026.
