Human rights commissioner reports record number of civilian war casualties in 2025

The Russian Federation remains the biggest violator of human rights in Ukraine. In 2025, the aggressor country killed 2,514 people and wounded more than 12,000. Since the start of the full-scale invasion, more than 15,000 civilians have been killed.

According to a Ukrinform correspondent, this was reported by the Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, during the presentation of the 2025 report in the Verkhovna Rada.

He emphasized that Article 3 of the Constitution states that the human person, their life and health, honor and dignity, inviolability and security are recognized in Ukraine as the highest social value. And it is precisely from the perspective of human rights that a state is deemed democratic.

“The Russian Federation is the greatest violator of human and civil rights in Ukraine,” he stated.

Lubinets reported that in 2025, 19,033 air raid sirens sounded, and 2,500 missiles of various types and 100,000 UAVs were launched toward Ukrainian territory.

The commissioner also emphasized that 2025 was the deadliest year since the start of the Russian Federation’s full-scale aggression. “Over the course of this year, 2,514 Ukrainian civilians were killed... 12,142 civilians were wounded,” he reported.

The commissioner also emphasized that since the start of the full-scale invasion, the Russian Federation has killed 15,172 Ukrainian civilians, including 686 Ukrainian children.

“And that’s just from the territory controlled by the Ukrainian government. No one knows how many civilians have actually been killed in the temporarily occupied territory of Ukraine, because the Russian Federation does not disclose these figures,” Lubinets added.

As reported by Ukrinform, on May 13, eight people were killed, and 11 others were wounded in the Dnipropetrovsk region as a result of Russian attacks.
