France backs Ukraine’s EU alignment but rules out ‘fast track’ to membership – Minister

France’s Minister Delegate for Europe Benjamin Haddad said this in an interview with Le Figaro, commenting on a proposal by President Emmanuel Macron on Ukraine’s “symbolic accession,” Ukrinform reports.

“For Ukraine, as for Moldova and the countries of the Western Balkans, integration into the European Union is a long process requiring reforms, particularly in fighting corruption, upholding the rule of law, and ensuring judicial independence. There can be no compromises on EU values and legislation. But bringing these countries closer to the EU is also a geopolitical necessity,” Haddad said.

According to him, one possible solution could be a more gradual approach to membership, with an intermediate status and deeper integration of candidate countries. At the same time, full EU membership requires complete fulfillment of all criteria.

“One solution is to offer a more gradual path toward accession, with an intermediate status and stronger integration into EU policies. But to be a full member, with access to everything, we must speak frankly: no fast tracks are possible. Countries must carry out reforms. The Union itself must also reform and become more flexible,” the French minister noted.

Speaking about Russia’s war against Ukraine, Haddad said that after the full-scale invasion there were concerns that Europeans might not withstand a prolonged confrontation – something Vladimir Putin had counted on.

“But four years on, Europe still supports Ukraine,” he added.

In his view, France plays a leading role in EU efforts to provide assistance: “France, in particular, initiated the ‘Coalition of the Willing’ to ensure security guarantees and coordinate our support. France is a driving force behind Europe’s strategic awakening.”

He also stressed that Russia will remain a lasting threat to Europe’s security architecture, making resilience a key factor.

“The war is not over, and our resilience is crucial. Even after a possible ceasefire, Russia will remain a constant threat to Europe’s security architecture. But ultimately, what a defeat for Putin, who hoped to take Kyiv in a matter of weeks! Ukrainians are resisting remarkably, decisively returning to Europe, while Europeans remain united. But before drawing any conclusions, we must hold firm,” the minister emphasized.

As Ukrinform reported, Germany and France have called for granting Ukraine “symbolic” perks during the preparation stage for EU accession.
